Mock orange looking horrible, applied condo 'soil' and kelp meal (and trimmed dead branches)

I think it was last year (if not earlier) that I noticed the mock orange (I think that's what it is) is looking horrible.  Lots of branches with no leaves, and most of the leaves are yellowing.  A few branches have very nice green leaves but most are in rough shape.

Last year I didn't do anything about it.  This year I decided to at least give it it a try.  So I sprinkled kelp meal plus three buckets of the condo soil (maybe triple mix?) over top, and cleared away dead branches as well as the lemon balm growing in front.

We'll see how it does.
